Description of Services
LINC is implementing the USAID-funded Monitoring, Evaluation, and Learning (MEL) Platform activity in Ghana. This Activity will provide USAID/Ghana with expert monitoring, evaluation, and learning services for USAID/Ghana, offering high quality, demand-driven monitoring and evaluation technical assistance and analytical services to USAID/Ghana staff, implementing partners, and local country stakeholders that advance U.S. foreign policy goals and USAID’s strategic objectives in Ghana.

Overview:
The USAID Ghana MEL Platform is dedicated to supporting and improving the effectiveness of development partner-funded activities in northern Ghana. The Partner Information Liaison will play a crucial role in enhancing communication and coordination protocols between the agency and its implementing partners, to enhance programmatic and safety outcomes. This position is responsible for managing, assessing, and reporting on matters related to the general atmosphere, including security issues, to ensure the safety and continuity of project activities across northern Ghana.

Key Responsibilities:

Liaising with the appropriate GOG, CSO, PS, and traditional institutions/actors to gather situational awareness information and disseminate same to USAID and IPs for strategic decision-making
Conduct comprehensive information/atmospheric briefings for new partners.
Develop and implement regular information-sharing workshops to enhance awareness and preparedness among the agency’s partners.
Develop and maintain an accessible, up-to-date, and user-friendly information management system that all IPs can input into, that tracks context/situational changes and trends (including environmental, climate, and security incidents) within Northern Ghana,
Ensure that contact information for key partners is regularly updated and easily accessible.
Perform regular situational (including environmental, climate, and security incidents) assessments to monitor potential threats and changes in the regional contextual landscape. Prepare detailed reports and presentations for IPs providing insights and recommendations for programmatic decision-making.
Work closely with relevant local government officials, international NGOs, CSOs, the private sector (PS), and other relevant entities to forge a strong platform for holistic information sharing.
Assist in the development and maintenance of emergency communication systems, such as a bulk SMS notification system.
Contribute to the MEL Platform’s monitoring, evaluation, and learning (MEL) activities, and take up such roles as a Point of Contact for a USAID Technical Office where necessary.
Any other responsibilities that may be assigned by the Chief of Party.
Compensation:

Competitive salary commensurate with experience and qualifications.
Skills Required
Bachelor’s degree in a relevant field such as journalism, International Relations, Security Studies, or equivalent.
Minimum of 5 years of partnership building, process facilitation, and coordination experience preferably in an international or development context.
Strong understanding of the contextual, situational, cultural, and security landscape in Northern Ghana and/or experience managing security protocols in high-risk environments.
Excellent interpersonal and communication skills, with proven ability to present and explain sensitive and technical information to a varied audience.
Experience in crisis management and emergency response planning.
Ability to work independently with minimal supervision and manage multiple priorities under tight deadlines.
Desired Skills:

Previous experience working with international development organizations.
Demonstrated expertise working in complex and sensitive environments, particularly in conflict or high-risk regions. Proficiency in contemporary crisis management strategies.
Deep understanding of the sociopolitical dynamics and security challenges specific to Northern Ghana. Knowledge of local customs and practices that may impact development work (environmental, climate, security) and strategies.
Fluency in one or more local languages of northern Ghana, in addition to excellent command of English in both writing and speaking. Experience in designing and delivering training programs tailored to diverse audiences.
Ability to communicate complex sensitive concepts in an accessible manner.
Strong analytical and problem-solving skills, capable of conducting detailed analytical assessments and making informed decisions under pressure.
Certifications in conflict management, peace studies, emergency response, or related fields are highly desirable, Skilled in the use of technology and information management systems. Ability to utilize modern communication and surveillance technologies to enhance real-time information operations.
The position is based in Tamale but requires frequent travel to various project sites across northern Ghana.
