Job Title: Gender Officer Duty station: Tamale, Northern Region
The USAID-supported Agricultural Governance, Resilience and Economic Empowerment (AGREE) Activity has the overall goal to ensure responsive governance for improved agricultural sector development in Ghana. In September 2020, the scope of the Activity was expanded to include the Women in Shea (WISH) Initiative to advance women’s economic empowerment. The Activity aligns with USAID’s Country Development and Cooperation Strategy for Ghana in ensuring:

Strengthened Responsive, Democratic Governance
Sustainable and Broad Economic Growth.
USAID recently extended the conflict component to consider social cohesion, early warning, chieftaincy and natural resource management and media.

The Gender Officer will lead interactions with 30 Women in Agriculture Platforms (WAPS) in 30 MMDAs and 3 regional oversight bodies, to promote their livelihood activities and engagements for the participation of women in peacebuilding. Other targeted constituents are women smallholder farmers and VSLA groups in East Gonja Municipality, whose adoption of farming, environmental and economic development models impact on achieving the objectives of the Women In Shea (WiSH) Initiative. Hence, the incumbent will and use a collaborative learning method to engage community partners to develop, update and implement the project gender strategic plan to work towards gender transformative domains, to drive participation, inclusion, and responsive decision-making at all levels. S/he will support analysis of relevant national and international laws, policies, protocols and strategies for achieving gender equality and women empowerment for holistic social and economic development issues aligned to the project mandate, as well as ensure that gendered MEAL approaches (data gathering and management) are mainstreamed in the MEAL system design and implementation.

The Gender Officer will report directly to the Deputy Chief of Party (DCOP). S/he will be based in the Tamale Sub Office in the Northern Region and cover project implementation districts in northern Ghana.

KEY RESPONSIBILITIES OF THE ROLE

Technical support on Development and Implementation of Gender Equality Results Outcomes and Capacity Building of Staff and Partners
Review and provide input in planned training design and manuals (GESI Tools, PSHEA and SAA in FNS) and ensure they address specific gender issues that directly affect target populations.
Lead and use a collaborative method to work with partners to develop, update and implement project gender strategy and ensure that the project strategy is gender transformative to deliver on the gender equality results/outcomes outlined in the project results framework.
Together with project partners, design and implement a gender outcome capacity strengthening strategy for project partners-WAPs, VSLAs etc.
Guide and support the partner’s technical staff, to implement the gender strategy and any other agreed gender equality results in line with the project objectives.
Provide input in the design of new layering initiatives to ensure the gender needs of impact groups are addressed in accordance with the AGREE Project needs.
Strategic Engagements, Partnerships & Coordination of Gender Activities

Represent AGREE in CARE internal and external gender strategic partnerships, networks, platforms, coalitions, and opportunities.
Liaise with the Gender Advisors in CARE Ghana, to learn and to share models, tools and best practices for the project.
Work with the Advocacy Focal Point to develop and integrate gender strategies into the project advocacy activities/workplan.
Support policy analysis of relevant laws, policies and strategies that impact gender equality and women empowerment issues aligned to the project mandate.
Coordinate all gender result activities under the AGREE Project to ensure the project achieves its gender outcomes.
Liaise with the Gender Specialists of SAGES Systems Strengthening Activity, GROWING and other CARE Projects on activities within overlapping project districts to ensure complementarity of efforts.
Reporting, Documentation, Knowledge management and Learning support

Ensure that project reports and any additional reporting on gender mainstreaming at project level is planned for and delivered on time.
Review project gender equality outcome results achievements against indicator targets with a view to strengthening reporting, planning, implementation as well as decision making.
Keep up to date project gender related data and reports for reference by the project team as well as other stakeholders.
Provide gender outcomes data for internal and donor reports as well as internal documentation and reporting systems such as PIIRS.
Work with the team in documentation of lessons learnt, innovations and best practices as well as dissemination on the same.
Provide technical support in filling in the Gender Marker accurately during reporting and design new projects for layering on the existing one.
Contribute to the development of the project work plans, ensuring alignment of the gender equality results with program approach and achievement of annual/quarterly target indicators.
Ensure mainstreaming of gendered MEAL approaches in the MEAL system design and implementation with support from the MEAL Coordinator of the project.
Promote and support the dissemination of gender related project information within project team.
Promote Gender Equity and Diversity and Safeguarding Practices

Organize orientations to partner staff to familiarize with:
The CARE International Safeguarding policy, Protection from Sexual Harassment, Exploitation and Abuse and Child Abuse (PSHEA)
The anti-discrimination and harassment policy
Code of conduct and CARE’s values.
Ensure that CARE Safeguarding policies and procedures are adhered to by all project staff and participants.
Promote behaviour consistent with CARE’s core values, and promotion of gender equity and diversity goals.
Coordination, collaboration and networking with internal and external concerns

Support preparation of concept notes and proposals working closely with the Project Manager and Advocacy Focal Point.
Support Country Office’s effort to position for new business opportunities by capturing and documenting best practices for increased visibility and strategic partnership with close collaboration with DCOP.
Scope out existing opportunities in areas of expertise to allow program growth and sustainability with DCOP.
Skills Required
Knowledge

In depth understanding of underlying causes of poverty, vulnerability, and gender inequality in Ghana and particularly in Northern Ghana with good knowledge of the political, economic, social, and technological environment is desirable.
Experience in using collaborative, consensus based and approaches to build partner skills and knowledge, provide training and foster effective and participatory decision making amongst partners to meet project gender equality results outcomes.
Experience

At least 3 years’ experience in implementing gender transformative/responsive women empowerment programming in the agriculture/food security sector and experience in the application of gender tools on the field. A team builder, appreciates cultural diversity and inclusion, safeguarding/protection issues etc.
Skills

Demonstrable ability to develop and implement gender responsive results outcomes, systems and plans and applied knowledge and understanding of gender transformative approaches and principles.
Demonstrated strong coordination, teamwork, and planning skills with proven ability to function effectively with multiple gender programs/projects in both the public and NGO sectors.
Excellent written, verbal English and presentation/ communication skills.
Demonstrated commitment to gender equality and women’s empowerment.
Education

At least a bachelor’s degree in social sciences, Gender and development studies or other relevant discipline.
