Sustainable Urban Development Mission Officer
AFD’s Regional Directorate for the Gulf of Guinea coordinates the activities of six (6) agencies involved in the following countries:
Côte d’Ivoire, Ghana, Benin, Togo, Guinea Conakry, Nigeria, Liberia and Sierra Leone. It has 102 employees, 16 of whom are based in Accra. Urban development is a sector of concentration in Ghana, where several operations are being carried out (urban transport in Kumasi; integrated urban development program in several communes). Also attached to the Accra branch, the office in Monrovia (Liberia), opened in October 2019, is working to build projects in the area of urban development, one of AFD’s three priority axes in this country, More broadly, AFD’s strategy in the Gulf of Guinea aims to contribute to the emergence of value-creating, resilient urban spaces with a low climate and environmental footprint. Joining us as a Sustainable Urban Development project manager at our Ghana agency will allow you to put your knowledge and experience to the benefit of financing development projects, in proximity with our local partners and in coordination with all the Group’s businesses. You will thus participate in a unique experience combining multidisciplinarity, proximity and exchanges with project leaders on different facets of sustainable cities and urban governance.
What will your role be?
Under the responsibility of the Gulf of Guinea Regional Director (based in Abidjan) for regional activities, and under the supervision of the Accra Agency Director for activities in Ghana and Liberia, and in support of Project Team Managers based at headquarters, you ensure the operational monitoring of projects in sectors relating to sustainable urban development.
A privileged functional link will be established with the urban development division of AFD (Paris).
Based in Accra, you will be required to make frequent trips to the sub-region, as part of prospecting and supervision of “sustainable cities” and “urban mobility” projects.
Your main missions are as follows:
– Identification and monitoring and execution of “sustainable cities” and “urban mobility and transport” projects in Ghana and in the sub-region
– Coordination of sector watch activities in Ghana and in the sub-region. region.
– The management of transversal activities such as communication, the development of strategies and the design of dashboards in the sector
More specifically, you will be in charge of:
– The management of the sustainable cities, decentralization and transport portfolio in Ghana as well as in some countries in the sub-region:
.identification, and co-instruction and follow-up in execution with AFD Headquarters teams.
.design and monitoring of work tools in line with project execution (disbursement, no objection, updating of legal files, etc.)
.writing of project completion reports, steering of decentralized project evaluations, etc. .
.contribution to the overall strategy and sectoral strategies AFD in Ghana
a move towards projects-team responsible for responsibility is possible.
– Coordination and sector watch activities in Ghana and in some countries of the sub-region: active participation in the appropriate sector groups, representation of AFD in sectoral meetings for reflection or discussion (prospecting), and of all activities that could lead to better visibility of AFD in the sector.
– Certain transversal activities: drafting or assembling the necessary files relating to the projects falling within the field of its supervision and contributing to the drafting of AFD’s strategic documents relating to its field of competence; participation in regional conferences relating to the Sustainable City, decentralization.

Who are we looking for?
1. Skills sought
University graduate or graduate from a large school, you have acquired a specialization in urban development, urban planning economics, transport, or other relevant field.
You have had the opportunity to put these skills into practice as part of your first experiences and you have at least 5 years of experience in sustainable urban development. Having experience with international donors or organizations would be an advantage. You also have a very good knowledge of the field of urban development, decentralization, urban mobility etc. Having knowledge and / or experience in Ghana of these issues would be appreciated, as would experience in sub-sovereign finance or computer skills (Microsoft Word, Excel and PowerPoint, Outlook).
2. Human / relational qualities
With a very good interpersonal skills, you appreciate teamwork and have excellent negotiation and collaboration skills. You appreciate versatility and have a good capacity for adaptation. You also show rigor, organization and your pragmatism and your sense of initiative allow you to be proactive.
3. Level of study / diploma
You hold a Bac + 5 / Master 2 diploma obtained from an engineering school or a university, in particular, in urban development Economics of town planning, transport, or other relevant field.
Perfect command of English and French is essential both in writing and speaking.
Knowledge of at least one language spoken in one of the Gulf of Guinea countries will also be an advantage.
