The Center for Democratic Development (CDD) is committed to enhancing strategic performance and fostering a culture of learning through effective Monitoring and Evaluation (M&E) practices across its diverse programs and projects. In partnership with the Director of Research and Monitoring and Evaluation, the Monitoring and Evaluation Specialist will play a vital role in monitoring and evaluating the program and research outputs of CDD-Ghana. The Monitoring & Evaluation Specialist will ensure that the centre’s projects align with its strategic vision and achieve intended outcomes efficiently and effectively. Reports to: Director of Research, Monitoring and Evaluation

Works with: Program Coordinators, Team Leaders of CDD-Ghana thematic program and operations clusters, Senior M&E Specialist, Information and Technology Lead, and Communications Team Lead.

Duties/Responsibilities:

Collaborate closely with Program Coordinators and Team Leaders of program clusters to ensure the effective and timely reporting of M&E information. Ensure that all Monitoring, Evaluation, and Learning (MEL) records are up-to-date before the end of the reporting period to facilitate accurate and timely narrative reports.

Develop or adopt an integrated database encompassing all programs and projects, ensuring data accountability through regular updates and data integrity.

Monitor the performance of project activities and outputs against expected results, adjusting implementation processes as needed to ensure progress toward intended outcomes.

Develop M&E plans for all projects and proposals, ensuring compliance during implementation.

Maintain updated work plans and Performance Management Plans (PMPs) for all projects/programs in alignment with approved proposals, regularly reviewing and updating them as necessary.

Alert Team Leaders to corrective actions required to prevent delays in project activities. Flag operational issues and risks necessitating timely actions.

Ensure that cross-cutting issues of inclusivity, such as Sustainable Development Goals (SDGs), gender, age, and disability, are effectively addressed and mainstreamed in all project implementations.

Develop and enhance knowledge-sharing and learning mechanisms within the organization.

Analyze the impact of projects, document best practices, and promote learning from this information to support decision-making processes.

Monitor program progress, and project expenditures against approved budgets, and anticipate deviations. Recommend and implement relevant adjustments.

Monitor all project activities, expenditures, and progress towards achieving value for money.

Assess the sustainability of project results for securing multi-year grants.

Propose strategies to enhance project/program efficiency and effectiveness by identifying bottlenecks in activity completion and developing plans to address them.

Prepare and submit monthly, quarterly, half-yearly, and annual progress reports on all project activities to the Program Coordinators.

Provide inputs, information, and statistics for quarterly, annual, and other reports to the Program Coordinators.

Assist the Program Coordinators in preparing relevant reports.

Ensure the timely submission of accurate quality narrative and financial reports in compliance with donor requirements.

Assist project personnel in using M&E tools and provide support as needed.

Perform other duties as required.

Consistently approaches work with energy and a positive, constructive attitude.
Demonstrates strong oral, written, and presentation skills.
Required Skills and Experience:

Education:

A Bachelor’s or Master’s degree in statistics, economics, public policy, mathematics, or a related field.
Experience:

Minimum of five (5) years of experience in designing and implementing Results-Based Management for development projects conducted by national/international and local NGOs/donors/funding agencies.
Experience in designing tools and strategies for data collection, analysis, and report production.
Proficiency in statistical packages and data analysis software (e.g., SPSS, Excel Strata) and advanced computer skills (word processing, spreadsheets, and databases are a must).
Strong training and facilitation skills.
Language Requirements:

Fluency in written and spoken English.
