About JET
The Ghana Jobs and Economic Transformation (JET) Programme is a UK Government-funded programme which seeks to support the economic transformation and industrialisation of the Ghanaian economy to stimulate economic growth, create employment opportunities, and assist Ghana in transitioning from aid dependence to a self-sustaining economy. The programme aims to leverage anchor investment (£30 million) into key manufacturing sectors, deepen local value chains and support policy reforms to spur 7,000 jobs. The programme collaborates with key partners including Ministries, Departments and Agencies of the Ghanaian Government as well as Development Partners and private manufacturing sector to unlock investments and create jobs in priority sectors: Automotive, Pharmaceutical and Textile & Garments. More recently, the priority sectors have been expanded to include Light Manufacturing and Agro-processing.

About the Embedded Advisor Role
The JET programme seeks to onboard an Embedded Advisor to provide technical and strategic support in advancing strategic interventions in the priority sectors. The Advisor will collaborate closely and be based in the Ministry of Trade and Industry (MoTI). This role will be critical in progressing key interventions by working closely with MoTI, JET and key stakeholders to support industrialisation with key indicators of this being investments, job, innovations and productivity in the priority manufacturing sectors.

Objectives
1. Strengthening existing relationships between MoTI and JET, ensuring coordination and alignment on programme priorities and interventions.
2. Providing technical assistance directly to MoTI as a core member of the JET team.
3. Supporting policy dialogue, approval and implementation
4. Engaging in investor conversations and review of investment plans/ business cases.
5. Support in design and implementation of programme interventions, including but not limited to developing interventions, work planning, strategy sessions, selecting partners, developing/ reviewing ToRs and result chains.
6. Contribute to JET results and reporting.

Primary Duties and Responsibilities:

Key Responsibilities
1. Provide strategic support to the MOTI on industrialisation and the strategic anchor sectors.
2. Collaborate with the programme and key partners (MoTI, GIPC, GSA, etc) to strengthen relationships and jointly advance key programme interventions.
3. Provide technical advise and support to MoTI on JET priorities covering the key manufacturing sectors.
4. Provide policy advise to MoTI on key regulatory constraints (collaborating closely with JET team on key investor requirements), supporting approval of key industrial policies and investor frameworks.
5. Contribute and actively engage with new and/ or existing anchor investors and SMEs to unlock potential investment and partnerships.
6. Support technical delivery of JET programme by contributing to intervention design, work planning, reporting, MREL and strategic engagements with the programme.
7. Wider stakeholder engagement.

Key Deliverables

1. Approval and implementation of industrial policies.
2. Unlock investment and jobs in priority manufacturing sectors.
3. Support achievement of programme results (outcome level targets).

4. Reporting

Reporting:
The Advisor will have dual reporting to MoTI Chief Director and JET Team Leader. Regular progress reports will be submitted on a monthly and quarterly basis.

Required Qualifications:

The ideal candidate for the Embedded Advisor role will possess the following qualifications and experience:
1. Proven leadership skills and ability to engage senior Government officials and key stakeholders at a strategic level.
2. Strong background in policy analysis, strategic planning, project management, and stakeholder engagement.

3. Experience managing investment-related programmes within the industrial development context.
4. Extensive experience in implementing industrial policies and programmes, providing technical advice and guidance, having previously occupied leadership or management roles.
5. Practical understanding of PSD, SME and investment attraction in the context of international development.
6. Advanced degree in International Development, Economics, Business Administration and/ or a related field.
7. Strong experience in the local and global manufacturing sector and industrialisation, especially in the priority sectors of the programme.
8. Knowledge and understanding of MSD concepts in development programmes.
9. Exceptional analytical and conceptual thinking skills. Excellent communication and interpersonal skills, with the ability to engage effectively with a wide range of stakeholders. Strong research and analytical skills.

10. Experience working in a government institution or setting desirable.

Duration of Assignment
The Advisor role is for a period of three (3) months, expected to commence in October 2024 until December 2024, with the possibility of extension subject to performance and mutual agreement.

Confidentiality
The Advisor may be required to sign a confidentiality agreement prior to commencement of work.

Performance Evaluation
The performance of the Advisor will be evaluated based on the following:
1. Achievement of objectives outlined in this ToR
2. JET Log frame targets
3. Quality of work delivered
4. Timeliness and efficiency
5. Communication and collaboration skills
6. Overall contribution to MoTI and wider sector development, including jobs and investment

Location
This is a full-time role based in Accra, based in the Palladium office as well as the Ministry of Trade and Industry.
