Senior MERL Specialist Summary

IJM seeks an experienced a Senior MERL Specialist to support the Africa and Europe region in the development and implementation of IJM’s regional monitoring, evaluation, research, and programme-level learning initiatives.

This Senior MERL Specialist will be a key leader responsible for improving the quality of IJM’s programmes and increasing IJM’s impact in the Africa and Europe region.

The Senior MERL Specialist is responsible for the quality and relevance of all MERL-related work in the region’s portfolio; and for ensuring that the region’s leadership has timely, relevant, and reliable data to support decision-making.

The Senior MERL Specialist will cast a vision and execute a regional MERL strategy that will enable the region to meet its protection programme targets.

The Senior MERL Specialist works closely with the Global Programme Quality & Measurement Department, field/programme teams, partner organizations, and regional experts.

The Senior MERL Specialist will be a credible voice internally and externally, increasing people’s confidence in the region’s programmes and results and attracting key stakeholder support and investment.

This Senior MERL Specialist position will be required to be based at one of the IJM offices in region. Relocation benefits will not be included for this role.

Senior MERL Specialist Responsibilities

Drive regional strategy and implementation to improve the timeliness, relevance, and reliability of programme data to support regional protection programme objectives;
Foster a greater understanding of MERL opportunities among regional leaders, key staff and programme partners;
Engage country teams and partners to discover potential MERL opportunities, projects, and initiatives;
Lead and/or support critical evaluations and studies in region;
Support MERL programme design in region to ensure they meet all IJM MERL policies, programme standards and best practices;

Develop and oversee processes and mechanisms to manage regional MERL projects and initiatives, especially through the Justice Data Solution;
Deliver assigned MERL projects and initiatives to success;
Determine methods to assess ROI for MERL projects and initiatives;
Develop and propose the MERL budget for the region to enable strategy implementation;
Develop relationships with the MERL community that add value to IJM’s mission;
Develop partnerships with MERL and other organizations for specific projects and initiativs;
Represent IJM in relevant MERL forums, networks, and events;
Develop, implement, and provide oversight to plans to meet organisational MERL policies and standards and industry best practice standards;
Train relevant staff and partners as needed on MERL tools, techniques, and technologies;
Orient and mentor MERL hires across the region;
Lead a Community of Practice for IJM MERL staff and critical delivery partner staff in region;
Ensure the development and continued relevance of MERL processes, tools, and templates;
Demonstrate the impact of the region’s programme portfolio;

Perform data analysis, visualization, and communication on regional MERL projects and initiatives;
Manage complex research processes, including the development of methodology in the measurement of IJM’s 4 protection domains, particularly prevalence.
Bring balance between data collection methods and analytic tools with the need for rigor with practicality, relevance, and responsiveness; and
Ensure the integration of data systems to overcome data silos.
Requirements:

Skills and Experience

Minimum 10 years of relevant work experience, including 5 years in frontline programmes;
Proven ability to lead technical MERL work to success;
Proven strategic thinker, with ability to influence organizational culture, policy, and strategy;
Proven ability to work collaboratively with executive, technical, and non-technical staff
Master’s degree in a related discipline;
Expertise in programme design, monitoring plan development, indicator design, tool development, data collection, data analysis, data validation, and data quality control;
Expertise in the design, scoping, staffing, management, execution, and successful delivery of technical consultancy services;
Expertise in the creation, revision, implementation, training, and communication of research management processes;
Expertise in ethical research issues, processes and solutions in addition to an array of sampling and survey methodologies;
Expertise in the design, creation, and promotion of products (e.g., technical reports and presentations); and
Expertise in capacity building of technical staff.
Travel

This position requires minimum of 10% travel (domestic and international) within region and to international locations including IJM’s offices around the world and strategic conferences and thought leadership fora.

IJM is unable to provide visa sponsorship. Candidates must already have and be able to maintain the right to work in one of IJM’s office locations (UK, Kenya, Uganda, Ghana, The Netherlands, Romania, Germany)
