Private Sector Engagement and Market Shaping Consultants Summary
The Private Sector Engagement and Market Shaping Consultants at Chemonics International will be engaged under the Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project
The Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is an official project of USAID, implemented by Chemonics.
The purpose of GHSC-PSM is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world.
As part of a broader response to the COVID-19 pandemic, USAID has engaged the GHSC-PSM project to procure and deliver health commodities
and to provide and manage technical assistance (TA) for the commodities in support of country-level management of COVID-19.
USAID has requested GHSC-PSM’s assistance to the oxygen (O2) sector in select countries, including Ghana.
Specifically, USAID has requested support for three separate but interrelated activities:
1. Coordination of in-country oxygen supply activities
2. Procurement of oxygen-related equipment and supplies
3. Provision of clinical and non-clinical TA to host-country counterparts related to maintenance of oxygen equipment and its use in clinical care for COVID-19 patients
In support of the third activity, the provision of clinical and non-clinical TA to host-country counterparts related to maintenance of
oxygen equipment and its use in clinical care for COVID-19 patients, GHSC-PSM seek Offeror’s services in Ghana to support the non-clinical TA.
The Private Sector Engagement and Market Shaping Consultants will focus on private sector engagement and mark shaping activities.
This includes engaging the private sector to set up O2 effective support systems, market-shaping to increase the affordable supply of
oxygen in-country, and working with the Ministry of Health to integrate facility demand for O2 and related supplies into existing systems.
These activities shall be carried out in partnership with Ghanas Ministry of Health and USAID; therefore, it is necessary that the Offeror collaborate closely and continuously with those parties.
Private Sector Engagement and Market Shaping Consultants Planned Activities:
Market Intelligence Assessment: A successful consultant will work with the existing PSM O2 team to expand on previous oxygen
ecosystem analysis was undertaken by the program.
The consultant will expand on this work to incorporate any additional information needed, such as existing medical and industrial
gas suppliers, services already available, O2 demand, for example, how many cylinders fill were needed last year, financing barrier.
This assessment may utilize a number of techniques including market sizing, demand forecasting, financing gap, cost-effectiveness
and return on investment analyses, among others.
Stakeholder meetings by Private Sector Engagement and Market Shaping Consultants:
Based on the findings of the Market Intelligence Assessment, the consultant will hold a series of stakeholder meetings with gas
manufacturers to discuss the interest and capability of manufacturers to produce medical-grade O2.
These meetings are expected to continue through the project to facilitate conversations about putting in place mechanisms that
allow manufacturers to plan production based on known demand.
Financing Activities of Private Sector Engagement and Market Shaping Consultants:
The consultant will facilitate the provision of outcome-based financing and/or working capital loans to the private sector, as needed.
The consultant will also develop a plan for pooled procurement of O2 from the private sector to facilitate affordability for health facilities.
Market Shaping Tasks of the Private Sector Engagement and Market Shaping Consultants:
Once private sector partners are identified, the consultant will work with these partners to stand up a functional O2 support system,
including plans for repairs, distribution of supplies, etc.
The consultant will also work with these partners to address O2 affordability, availability, assured quality, and appropriate design to
improve market efficiencies.
This may be done through recommendations around improved supply base, enhanced procurement practices, optimized pricing,
increased regulatory and financing efficiencies, and measures to strengthen appropriate use etc.
Please note, these activities are subject to change as the project progresses and the needs and feasibility of market-shaping develop.
Bachelor’s degree in economics, business, or another relevant area of study, or local equivalent required, Advanced degree preferred.
Minimum of 7 years of revenant work experience.
Demonstrated expertise in private sector engagement, market-shaping, and health financing
Strong leadership, coordination, and capacity building skills.
Experience working in clinical settings and with industrial and/or medical gases.
Knowledge of Oxygen regulatory standards.
In-depth understanding of local health sector context and capabilities.
Prior experience working with USAID and/or other donors preferred.
