Evaluation Manager

The IBTCI Evaluation Manager is a full-time position based in Accra, Ghana that may require travel to field sites.

Evaluation Manager Details

USAID uses evaluations to understand performance, inform decisions, improve program effectiveness, be accountable to stakeholders, and support organizational learning.

The Evaluation Manager will support all stages of the evaluation process, including evaluation planning, implementation, dissemination, and follow-up on evaluation findings and recommendations.

The Evaluation Manager will provide expertise in the planning and coordination of performance and impact evaluations, operational research, baseline assessment, survey design and methodology, and research.

Evaluation Manager Responsibilities

Essential Duties/Tasks and Responsibilities:

Assists in the development and management of a Mission-wide evaluation plan.
Assists on evaluation, analyses, and assessments, including data collection, design of evaluation methodologies and participatory data collection methods and protocols.
Utilizes data quality verification techniques for assessments and reports.
Contributes to the design, quality, and final deliverables of all evaluation reports and any evaluations, assessments, surveys, and studies including the testing of the development hypotheses, where feasible, including the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations
Work with the Evaluation Expert to ensure that evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in-country.
Other duties as assigned.

Evaluation Manager Qualifications

Minimum Requirements:

Work authorization in Ghana is required and must have already been obtained.
At least five years of relevant experience in research and evaluation methodologies (i.e. both quantitative and qualitative data collection, processing, and analysis). Two years of experience with a Master’s degree.
Strong organizational skills, analytical capabilities, able to work in a fast-paced environment, demonstrated ability to handle multiple tasks
Works collaboratively with others to create and maintain a team environment and culture
Excellent verbal and written communications skills in English
Familiarity with standard/office IT applications.
Education: A Bachelor’s in monitoring and evaluation, agriculture, statistics, economics, or business administration from an accredited college or university. Master’s Degree preferred.

Preferred Knowledge, Skills and Abilities:

Experience writing and reviewing Evaluation Scopes of Work for USAID (preferred).
Experience fielding or managing evaluation teams (preferred).
Practical experience using evaluation, research and learning activities to inform activity implementation and results.
Experience design and implement rigorous performance evaluations, using quantitative, qualitative, and mixed methods approaches (preferred).
Experience in quantitative and qualitative data analysis.
Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders and project beneficiaries.
Demonstrated expertise of USAID M&E principles and requirements, including familiarity with ADS 200 Understanding of international development including health, education, governance, energy;
Demonstrated ability to produce and edit reports and technical documents. (preferred)
Demonstrated high quality analytical and problem-solving skills.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: In-country travel may be required.

Work Authorization: Candidate must be authorized to work in Ghana.
