The African Forum for Research and Education in Health (AFREhealth) is an interdisciplinary health professions organization that works with educational institutions, Ministries of Health, and other stakeholders to improve the quality of health care in Africa through research, education and capacity building with a focus on health workforce development and interprofessional collaboration. Location: Ghana/West Africa

Level of Effort: 90 days

Period of Performance: Three months (June – August 2021) with a possibility of transitioning to full time permanent position based on performance and funding

Scope of Work: AFREhealth is looking for a Business Development Consultant to work with AFREhealth’s Secretariat staff, its Governing Council and committees to position AFREhealth to win new business.

This responsibility includes systemizing AFREhealth’s business development processes and procedures by scoping, identifying, tracking and developing new proposals for funding opportunities. Additionally, identify potential new donors, partners and collaborators for future opportunities, as well as support activities to increase paid membership to the organization. Additionally, the consultant will support AFREhealth to identify business development weaknesses and challenges and determine relevant solutions.

The consultant will specifically: Strengthen and maintain the business processes that support AFREhealth including a tracking system, the existing proposal development process, and a new membership management system. 2 Support the identification and development of donor proposals in collaboration with AFREHealth’s technical experts, Senior Program Manager, Finance Manager, and Executive Director from start to finish.


?Position AFREhealth for new business opportunities;

• Monitor potential donor websites (such as US government agencies, DFID, Foundations, etc), to forecast and communicate on a regular basis regarding relevant upcoming opportunities.

• Review and summarize new business opportunities and potential partnerships in alignment with AFREhealth priorities and strategic plan.

• Develop and maintain donor profiles for the Executive Committee (ExCo), Governing Council (GC), and other AFREhealth technical experts to better understand donor priorities.

• Collaborate with the Membership and Public Relations, and Advocacy and Communications Subcommittees to support strategic promotion of AFREHealth accomplishment to complement new business efforts.

• Develop a mechanism by which current AFREhealth activities can be used to raise funds/ mechanism for fundraising an example would be the Annual Symposium

Develop and manage new business systems with support

• Identify tools, methods, and processes that will improve AFREhealth’s business development process and manage their implementation and use, with guidance from the Executive Director.

• Support and build capacity of technical staff to manage the proposal development process, including ensuring the use of business development systems, processes and best practices to develop the most responsive and competitive proposals.

Manage Proposal Processes

• Reporting to the Executive Director, facilitate development of competitive proposals including win strategy, partner strategy, cost recovery strategy, and a go?no go decision making process.

• Monitor and ensure responsiveness and compliance of proposals to the solicitation.

• Coordinate proposals to donors and foundations as needed.

• Participate in, and/or lead, proposal writing as needed.

• Develop proposal teams and provide guidance to ensure teams maintain compliance with donor and institutional new business requirements.

• Maintain the proposal calendar and monitor adherence to the defined process and deadlines for technical proposals, rosters/recruiting, proposal budgets, production schedules and quality standards for proposals. Work with the Executive Director (and technical senior managers as required) to resolve issues with delays or other roadblocks in the proposal process.

• Provide guidance to senior technical staff to enable them to take leadership roles on relevant proposals.

Membership Management System

? Maintain membership records and ensure that all fields are captured.

? Assess whether relevant fields are being captured by the membership form.

? Process new member applications, membership renewals, and member resignations

? Ensure the accuracy of the membership database

? Collect data for membership statistics and generate reports on trends

? Work with website team to look at how the database can interface with a website search tool for members to look up each other in the event of collaborations (a perk for paid up members) Expected Deliverables/Outcomes:

? Updated and maintained forecast tool to track funding opportunities

? Identified viable new funding opportunities for AFREHealth Institutionalized to the knowledge management system for new business development that includes forecasting and proposal development tools.

? Develop at least one new proposal.

? Develop standard operating procedure and package with existing materials to better define o forecast tool and knowledge management. o new business engagement and monitoring. o proposal process.

? Manage membership management system.


• A minimum of Bachelor’s degree in related field (i.e. public health, health care management, international development, business administration, public policy, humanities, health economics, or equivalent experience in business development).

• At least five (5) years of related experience is required in successful business development with evidence of contributing to winning donor awards.

• Significant work experience with U.S. Government, UK government aid, foundations, other donor funding agencies and demonstrated experience with management of winning bids.

• Experience developing and/or reviewing proposal budgets and cost proposals.

• Experience working with grant management software and database systems.

Preferred Qualifications

• Proposal experience with bilateral and multilateral agencies and large foundations in addition to U.S. Government is strongly preferred

• Master’s Degree preferred.

? Excellent interpersonal skills with demonstrated ability to manage complex processes and team relationships to ensure effective collaboration by various contributors to the process, including contributors from multiple offices/units and at all levels of the organization4

? Excellent research, data analysis/synthesis, and presentation skills. Experience in organizing and managing and disseminating large and complex sets of business information

? Excellent written and verbal communication skills

? Fluency in spoken and written English required. Proficiency in French, Portuguese or Arabic is an added advantage.

? Demonstrated ability to handle the high stress environment of business development with grace and a sense of humor

? Excellent attention to detail and organizational skills.

? Demonstrated good judgment and ability to prioritize multiple tasks simultaneously and work proactively
