The goal of GPE is to strengthen public national education systems in order to obtain more consistent results in the areas of learning, equity, gender equality and inclusion. The GPE is the world’s largest fund dedicated to education and provides approximately $ 800 million per year for education in low-income countries.

The objective of Education Out Loud is to strengthen the capacity of civil society to pursue GPE’s strategic objectives of learning, equity and strengthening education systems by improving participation, advocacy and efforts. of civil society to ensure transparency and increased effectiveness of national education policies and implementation processes. As such, it aims to support both traditional educational networks and civil society partners in areas such as tax justice, citizen engagement in tax transparency and community mobilization.

The EOL fund is made up of three funding streams (Operational Components) to support work at the local, national and transnational level to strengthen the engagement of national civil society in planning, policy dialogue and monitoring. ‘education; (2) strengthen the role of civil society in promoting transparency and accountability in the policy and implementation of the national education sector; and (3) create a stronger global and transnational enabling environment for national civil society advocacy and transparency efforts. Together, these goals will help amplify the voice of marginalized groups in educational policy debates to promote the realization of the right to education for all and demand equitable and quality public education. The EOL fund plans to support around 75 civil society partners in more than 50 low-income countries around the world, including Africa, Asia, the Pacific, Latin America, the MENA region and the Eastern Europe.
The EOL fund is expected to operate for at least 5 years. The role of the Oxfam IBIS grant officer is implemented primarily through a Global Management Unit (GMU) based in Denmark, and Regional Management Units (RMUs) in Africa (Ghana and Uganda ), Asia (Nepal) and Latin America (Mexico). Each RMU is headed by an expert Regional Program Director who oversees day-to-day operations in all countries in the region, including staff management, provision of technical advice and quality assurance of reporting in the region. whole region. We are looking for an experienced and spirited bilingual (French and English) Monitoring, Evaluation and Learning (MEL) Advisor to be part of the Regional Management Unit based in Ghana. The candidate will be a high-level professional with a proven track record in coordinating monitoring, evaluation and learning processes as well as projects and program management. The candidate should demonstrate strategic direction in one or a combination of the following areas: MEL – Monitoring and evaluation, learning; international project management; education policy, civil society, social responsibility, campaigns and advocacy.
Under the technical guidance of the Principal MEL Advisor, the candidate will coordinate all MEL activities in the region in order to successfully deliver the monitoring, evaluation and learning aspects of the EOL mechanism. The MEL Regional Advisor will provide electronic technical assistance to establish high quality results and monitoring frameworks to all beneficiaries and to collect specific monitoring information related to the overall results framework and established EOL objectives. Administrative authority is provided by the Regional Program Director.

Purpose of the job
Under the responsibility of the Regional Program Director and under the guidance of the Principal MEL Advisor, the candidate will be responsible for the management of monitoring, evaluation and learning in the region and ensure the success of the MEL activities of this fund. complex. The candidate will coordinate and represent the RMU in technical meetings, workshops and committees related to the MEL.

Basic details
The post is part of the EOL RMU in Accra, Ghana, but a home assignment of the selected candidate based in West Africa may also be considered. The successful candidate should have strong technical qualities in MEL and project coordination to motivate partners dispersed regionally and with good and convincing communication skills in French and English; as well as skills to influence. Regular trips to the region will be necessary, in order to support and monitor partners, especially in their planning and monitoring responsibilities.
The duration of the contract will be until December 2021 with the possibility of extension. The position is full time, equivalent to 37 hours. /week. The selected candidate will report to the Regional Program Director. The position requires a work permit in Ghana or the country where the selected candidate is based. Key Responsibilities

Planning of monitoring and evaluation activities of the regional component of the EOL project, in accordance with the guidelines provided.
Collection of basic information from all beneficiaries in the region according to guidelines.
Provision of technical assistance to beneficiaries and others for their development of results and monitoring frameworks, formulation of indicators, collection and storage of verification material and reports.
Review and translation from English to French or vice versa of agreed templates and supervisory documents
Collection of completed templates, formats and reports from given recipients.
Storage or upload in an archive with a file for each grant recipient: recipient results frameworks; the beneficiary’s progress reports; verification documents from recipients and others; questionnaires completed by beneficiaries; Etc.
Read the progress reports presented by the beneficiaries and clarify any doubts with the beneficiary.
Analyze the data and regional drafting of the report “contribution to the donor report” in English, in accordance with the guidelines provided by the GMU, for Oxfam IBIS EOL semi-annual progress reports of the project that Oxfam IBIS GMU submits to the SME.
Coordination of evaluations of beneficiary projects in the region.
Participate in EOL virtual MEL team meetings and other relevant monitoring related activities.
Serve as the MEL focal point to all selected regional countries for the provision of technical assistance to beneficiaries.
Coordinate some training and knowledge sharing workshops on monitoring, evaluation and learning.
Skills, Experience and Knowledge
The successful candidate will be expected to demonstrate the following Essential Skills, and it would be beneficial to demonstrate some or most of the desirable skills.

Excellent language skills in French and English are required; the ability to understand, speak, read and write in English and French, including writing reports in these two languages, and the ability to conduct a workshop in these two languages. (Knowledge of Portuguese would be considered an added advantage).
Master’s degree and at least 5 years of experience in a relevant field (International development, management of programs in the social field; monitoring, evaluation and learning, etc.)
Experience and technical skills in monitoring, evaluation and learning of programs in the social development sector.
Ability to coordinate complex monitoring and evaluation functions with regionally dispersed partners in complex programs.
Proven ability to analyze and synthesize complex issues.
Experience with the use of microsoft spreedsheet (like Excel).
Strong interpersonal skills, excellent coordination and guiding skills.
Ability to think critically and strategically.
Recognized ability, tact and sensitivity in working across institutional boundaries, business units and teams in an efficient and productive manner.
Technical experience in operationalizing a human rights-based and gender perspective in project management.

Demonstrable experience working with an adaptive management approach, and an understanding of challenges and opportunities.
