Fairtrade is an alternative approach to conventional trade and is based on a partnership between producers and consumers. When farmers sell on Fairtrade terms, it provides them with a better deal and improved terms of trade. This allows them the opportunity to improve their lives and plan for their future. Fairtrade’s vision is “A world in which all producers can enjoy secure and sustainable livelihood, fulfil their potential and decide on their future.”

Fairtrade Africa (FTA) is a member-based organisation representing over 500 Fairtrade certified producer organisations in Africa and the Middle East. Fairtrade Africa’s Secretariat is based in Nairobi, with regional offices in Accra, Abidjan and Cape Town. At the close of 2018, Fairtrade Africa had the following:

  • West African Network (WAN) with an office in Ghana, a total of 271 certified producer organisations;
  • Southern Africa Network (SAN) with an office in Cape Town, a total of 103 certified producer organisations;
  • Eastern & Central African Network (ECAN) with an office in Nairobi, with a total of 184 certified producer organisations;
  • Middle East and North Africa (MENAN), working through partners, with a total of 38 certified producer organisations.

The current Fairtrade Africa Strategic Plan was designed for the period 2016-2020 with the mission to support members strengthen their organizations in line with

Fairtrade Standards, improve and increase members’ ability to access Fairtrade markets and engage with members to advocate for their interests and take active ownership of the global Fairtrade system. The strategy delivered on 4 objectives:

  • Deliver relevant and valued services to Fairtrade smallholders and workers;
  • Build, secure and sustain access to market for our members;
  • Advocacy;
  • Build a strong, settled producer network as part of a global

The Assignment

Fairtrade Africa is looking for a management consultancy that works closely with the Strategy and Impact Director, Senior Leadership Team and the Board to facilitate the process of reviewing the current strategy 2016-2020 and identifying new and quantifiable goals for the period of 2021-2025.

Duration of Consultancy

The consultancy timeframe will run from September, 2019 to August, 2020. The period between August 2019 and February 2020 actively engage members and external stakeholders, carry out and finalise strategic analysis, strategy formation and feasibility check, prioritization and goal setting and produce a draft ready for presentation at the March, 2020 Board meeting

Scope of Delivery

Fairtrade Africa aims to conduct a consultative process, building on the achievements of the current strategy and assessing rising opportunities and potential threats. To do so, we are looking for a consultant that has experience in the field of strategy development in the development sector and membership-based organisations in Africa.

Fairtrade Africa is looking for guidance throughout the process; we are interested to widely engage our members and secondly have a dedicated and highly structured resource that provides hands-on project management support. Specifically,

  • Manage the set up and deliver against the project plan in close collaboration with the Strategy and Impact Director and the Senior Leadership Team (SLT);
  • Support the management in all stages of a strategic planning phase, preparation, strategic analysis, strategy formation and feasibility check, prioritization, goal setting and developing the roadmap for implementation;
  • Provide transparency and active engagement to all relevant stakeholders of member organizations and senior management team via regular communication;
  • Set up and maintain knowledge management system with relevant documents accessible to the wider membership;
  • Provide hands on support in the preparation and execution of meetings with stakeholders (workshop facilitation, documentation and follow up);
  • Secure support and approval for key outputs/milestones as required, raising blockages and lobbying for action to resolve;
  • Prepare documents and decision-making proposals to the SLT and wider membership to ensure that the strategy process can continue to take

Deliverables

  • Deliver a project plan around the strategy planning process, including timelines, milestones, stakeholders, input requirements, decision making lines, budgets;
  • Manage knowledge management system providing access to all relevant documents;
  • As a result of the consultation, deliver 2021-2025 strategy, outlining priorities in line with our Theory of Change; develop tangible targets, financial plan and an indicative implementation roadmap for approval by the FTA Board in August 2020;
  • Develop a short popular version that can be communicated on after approval;
  • Share final report on the overall implementation process assessing member satisfaction and highlighting lessons learned;

Competencies

  • Experience in strategy development in the development sector and membership- based organizations, ideally covering aspects of scenario planning;
  • Project Management-planning, tracking, course correcting, progress reporting and delivering results on time and in budget;
  • Practical experience in participatory approaches;
  • Ability to support teams as they develop plans and inputs to the process;
  • Able to demonstrate success in similar assignments involving multiple workstreams and diverse groups of people;
  • Excellent communication and relationship management skills–at various level of seniority and to varied audiences;
  • Distinctive problem-solving, strategic and analytical capabilities;
  • The ability to produce clear, concise and accessible reports in English – recognising that the audience for these include many people who are not native English

Conditions of the offer:

  • Fairtrade Africa offers a consultancy contract for the period of the project;
  • Payment of consultancy fees only against submission of proper invoices from the consultant outlining dates and deliverables;
  • The reimbursement of travel and accommodation cost upon receipts or direct payment by FTA;
  • The consultant will be able to use a Fairtrade external email address;
  • The consultant will be expected to deliver services from their own workplace;
  • The consultant is not entitled to paid leave, sick days or any other benefits;
  • The consultant is expected to use their own equipment;
  • The consultant is expected to fill out a “questionnaire to the consultant” to confirm compliance with legal statues

Include evidence on how you meet the criteria, share examples of similar work carried out and propose a methodological approach and work plan. Include a financial proposal detailing the number of consultants/team, total number of working days and the professional rates per day. Include a draft itemized logistics budget.

The technical consultancy proposal should not exceed 7 pages (excl. maximum 5 pages for annex). The closing date for tenders is 1st September 2019.
