Background to CARE’s Cocoa Sustainability Initiative
The Cocoa Sustainability Initiative (CSI II) a partnership between CARE International and General Mills Foundation targeted at improving the livelihoods of individuals in cocoa-growing communities and optimizing cocoa production through climate change adaptation. The initiative which started in 2017 and expected to end in 2020 is aimed at promoting gender equity, building farmer resilience to mitigate the impact of climate change and strengthen local capacity to initiate and own the process of development in cocoa-growing communities.
The project seeks to reach 3000 farmers in 20 communities in the Asikuma-Odoben-Brakwa District in Ghana’s Central Region.
Cocoa Sustainability Initiative II seeks to achieve four key objectives namely;
- To promote inclusive governance
- To enhance women’s agency through Social, Political and Economic Empowerment;
- To promote access to agricultural resources;
- To build climate change resilience among cocoa farmers;
Under this TOR, CARE seeks the services of a Climate Change Training Consultant to assist in the training of Farmers and Extension Workers under the CSI II.
Objective of Consultancy
This assignment will be based in CSI communities in the Asikuma-Odoben-Brakwa District of the Central Region.
The main objective of the assignment is to help drive the implementation and uptake of climate–smart agriculture interventions and practices that will deliver mitigation and adaptation co-benefits, including productivity gains for cocoa famers in project communities.
The objective of the consultancy will be achieved through performance of the following tasks:
- Collaborate with Project Team and key partners to undertake a training needs assessment of project beneficiaries to determine their knowledge and skill levels on climate change and current adaptation practices in order to design a suitable training regime to address the gaps
- Develop a comprehensive but user-friendly training manual on sustainable and climate resilient production practices in cocoa landscapes by drawing upon the content of existing manuals but also complementing it as necessary through additional content or resources to fill any gaps. The manual should aim at enabling training of the target group of local Cocoa facilitators, agricultural extension agents and technical/project staff of organizations working on the CSI.
- Organize Training of Trainers (TOT) programs for local cocoa facilitators, field officers, extension officers, Cocoa Health and Extension Division staff and other support staff working in the project area to take up the intervention and train other community members.
- Supervise and technically backstop selected field level training activities to ensure the Trainers deliver the training sessions in a satisfactory manner.
A training manual on sustainable cocoa production practices fit for the “training of trainers”, within the draft framework as proposed below and possibly with a separate trainer notes and examples/cases, should be delivered and the trainers adequately trained on its use.
Proposed deliverables and schedule:
|1||Inception Report: Conduct a comprehensive research and desk review of existing training manuals on sustainable cocoa production practices, curricula and materials to guide in the development and submission of a final work plan and revision of the assignment’s Terms of Reference including a detailed outline of the manual’s content and accompanying tools as an inception report.||4 days upon signing contract|
|2||Draft Manual and Validation: Preparation of a draft manual for content validation by stakeholders including experts in the subject matter to improve the contents of the manual.||10 days upon signing contract|
|3||Training of Trainers (ToT): Conduct the initial ToT workshop for a selected group of Extension Officers and staff, using the revised manual reflecting recommendations and comments from the validation workshop.||14 upon signing contract|
|4||Final Manual & Report: Submission of the final version of the manual on with integrated feedback and comments from the ToT workshop||21 days upon signing contract|
|5||Follow-up and Technical Backstopping of Field training: Sample and participate in a number of field training events to ensure the Trainers perform satisfactorily||26 days upon signing contract|
The work is envisioned for a total duration of twenty-six (26) days including travel time, interviews, desk review, preparing and submitting of training modules, and final training report. A proposed timeline of activities should be submitted as part of a detailed work plan in the proposal to be submitted by interested applicants.
Assignment start date: 10th September, 2019
Assignment end date: 16th October, 2019
The consultant will report to the Project Manager of the Cocoa Sustainability Initiative.
The technical proposal should demonstrate clearly how the consultant intend to carry out the assignment including the methodology as well as a detailed outline of the implementation strategy and approach, and monitoring and reporting framework/format. The financial proposal should specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should include a breakdown of this lump sum amount (including travel, per diems, number of anticipated working days).
Required Skills or Experience
CARE International in Ghana is looking for a qualified consultant who has extensive knowledge and experience in the training of cocoa farmers on sustainable production practices. It would be important to have a strong background in cocoa agronomy, climate-smart agriculture practices including cocoa agroforestry and biodiversity conservation practices. In summary, he or she should possess the following qualifications:
- Applicants must have a higher level degree (PhD, MSc) in Forestry, Natural Resource Management, Agroforestry or Agriculture.
- Must have experience in agriculture development, preferably cocoa production and value-chain work.
- Experience working on climate change and environment related issues.
- Applicants must also demonstrate, through work experience, the ability to produce training modules and conduct training in climate smart agricultural practices in tree crop systems
- Demonstrate knowledge in facilitating trainings and delivering contents on climate–smart cocoa cultivation.
- Significant experience working in cocoa growing communities, including collaborating with public and private sector partners.

- The consultant’s detailed work plan and schedule for executing the assignment.
- The consultant’s team (if any) for executing the assignment, showing the staff to be deployed and their relevant expertise. Current signed CVs.
- The Financial proposal should include all costs relevant for the smooth implementation and timeliness of the assignment in accordance with the attached Terms of Reference. All costs must be in Ghana Cedis only.
